World Bank - Climate Protection Projects With A Human Face: As a part of its internal carbon-abatement program, the bank highlights "small-scale community-based projects in World Bank client countries that benefit the global environment .. and local communities." Some brief project descriptions are included:
Lessons learned from PCF so far:
Cost of CDM-like procedures:
Approximate procedural cost: $200-400K (half up front, half after commissioning)
Size of ER purchase from project: $2-3 million
Total size of project: $10-15 million (power projects ~5-10MW)
Small projects involving technologies such as PV, small wind, biomass, micro-hydro often
- have higher unit costs due to small size
- displace lower carbon intensity end-uses
- operate in riskier environments (e.g. remote areas)
BUT they represent majority of CDM opportunites for small developing countries incl small islands. To be competitive in CDM such projects need
- aggregation to reduce transaction costs
- streamlined/ simplified CDM procedures
