Telecenters for sister cities:
"Boulder is sending an Internet cafe to its sister city in Tajikistan to help connect the country to the rest of the world. The cafe is a reciprocal gift: In 1989, Dushanbe, the capital of Tajikistan, sent Boulder a tea house. The cybercafe will include an American restaurant, a library and 18 computers. Tajikistan is the poorest of the 15 former Russian republics, and personal computers aren't widespread." 4:00:15 AM
